I practice as a Senior Counsel at the Bars of Ireland and Northern Ireland, with over 18 years experience working principally in public law, specialising in EU law (in particular environmental, competition and free movement).

I have extensive experience in matters of European Union law, particularly in Judicial Reviews and plenary proceedings concerning environmental, immigration and social security law and in competition and State aid proceedings.
I have acted in over 30 proceedings before the Court of Justice of the European Union (including 22 appearances). I have also acted for the Irish State in proceedings before the UNECE Aarhus Convention Compliance Committee in Geneva and the Council of Europe’s Committee on Social Rights in Strasbourg. I have also furnished an Avis on EU law to the French Conseil d’État (Supreme Court) and advices to clients in proceedings before the Dutch Hoge Raad (Supreme Court).
I have also drafted Bills and Statutory Instruments transposing a number of Directives into Irish law, including recently leading the drafting for the Attorney General of Ireland the Competition (Amendment) Act 2022 and the Communications Regulation Bill 2022, inter alia introducing administrative sanctions regimes for breaches of competition and telecoms law respectively.
